WASHINGTON — Former President Donald Trump suggested in a podcast released Thursday that noncitizens in the U.S. should "automatically" get green cards when they graduate from college.

"What I want to do and what I will do is you graduate from a college, I think you should get automatically as part of your diploma, a green card to be able to stay in this country," Trump said. "And that includes junior colleges, too."

Trump made similar comments during his 2016 campaign, only to limit legal migration when he was in office.

Trump was responding on the podcast to a comment from one of its hosts, who said, "We need high-skilled workers in this country." Another chimed in, noting that three of the four hosts are immigrants.

"Can you please promise us you will give us more ability to import the best and brightest around the world to America?" a host asked, prompting Trump's green card response.

"I do promise," Trump said. "But I happen to agree, otherwise I wouldn't promise... You graduate from a college, I think you should get automatically as part of your diploma a green card to be able to stay in this country and that includes junior colleges too."

A green card, also known as a permanent resident card, allows individuals the right to live and work permanently in the United States and is a step towards citizenship.

Trump said he did promise that, adding that it was "so sad when we lose people from Harvard, MIT, from the greatest schools, and lesser schools that are phenomenal schools, also."

In a statement Friday morning, Trump campaign national press secretary Karoline Leavitt said that the former president's proposal would apply to "the most skilled graduates" who are "the most thoroughly vetted."

“President Trump has outlined the most aggressive vetting process in U.S. history, to exclude all communists, radical Islamists, Hamas supporters, America haters and public charges," Leavitt said. "He believes, only after such vetting has taken place, we ought to keep the most skilled graduates who can make significant contributions to America. This would only apply to the most thoroughly vetted college graduates who would never undercut American wages or workers.”

Earlier in the podcast appearance, Trump had repeated his frequent unfounded claim that migrants crossing the southern border into the U.S. are coming from jails, prisons, mental institutions and insane asylums. He also asserted without evidence that "we have terrorists coming into our country at a level that we've never seen before."

At a 2016 Republican primary debate, Trump said that "we need highly skilled people in this country" when he was asked about visas for highly skilled workers.

"They’ll go to Harvard. They’ll go to Stanford. They’ll go to Wharton. As soon as they’re finished, they get shoved out," Trump said in March 2016. "They want to stay in this country. They want to stay here desperately. They’re not able to stay here. For that purpose, we absolutely have to be able to keep the brainpower in this country."

However, visa denials and extensions increased during Trump’s time in the Oval Office, making it more difficult for some noncitizen workers to stay in the U.S.

In 2019, Trump laid out a merit-based legal immigration system to prioritize highly skilled migrants. But in 2020, he also signed an executive order that froze new visas for foreign workers.

In a statement, Biden campaign spokesperson Kevin Munoz said that Trump "made it his mission to rip apart immigrant families for his own political gain."

The Biden campaign cast doubt on whether Trump would in fact enact the proposal he outlined on Thursday, given the hardline immigration stances he adopted during his 2017 to 2021 term.

"Every chance Donald Trump got in office, he made it his mission to rip apart immigrant families for his own political gain," said Biden campaign spokesperson Kevin Munoz.

"Trump's empty promise is both a lie and an insult, especially to the countless people that have been permanently damaged by his first-term in office."

Immigration advocates were also unconvinced by Trump's proposal.

"I almost have to laugh because his administration adopted multiple policies aiming to restrict student visas and make it harder for people to stay in the country after graduating," said Aaron Reichlin-Melnick, policy director at the American Immigration Council.

During his presidency, Trump's administration took steps aimed at curbing U.S. companies' use of skilled foreign workers on H-1B visas, a key visa option for international students seeking to remain in the United States.

"Trump’s empty promise is both a lie and an insult, especially to the countless people that have been permanently damaged by his first-term in office," Munoz said.

During the coronavirus pandemic, the Trump administration tried to force tens of thousands of foreign students to leave the country if their schools held all classes online. Faced with lawsuits and strong opposition from colleges and universities, the administration later rescinded the order.

Trump has vowed a wide-ranging crackdown if reelected in the November election against Democrat Joe Biden, and has lambasted Biden's efforts to curb the record number of migrants crossing into the U.S. illegally.

Now campaigning for another term, Trump often makes anti-migrant rhetoric a centerpiece of his campaign speeches.

Trump has compared migrants to Hannibal Lecter from the movie "The Silence of the Lambs." He has asserted that migrants coming to the U.S. are "poisoning the blood of our country," rhetoric the Biden campaign has compared to Adolf Hitler's. Last month, he asserted without evidence that migrants are bringing "very contagious disease."

U-turn trump learnt how easy it is to win election with empty promises and bloated manifesto from visionary U-turn chandrababu and now implementing it in his campaign because his primitive techniques boomeranged last time.

american voters are not fools as they have seen trump enough how he worked against immigrants in the past and now trying to counter Biden's attempts to legalize illegal immigrants to win votes. Not to mention, none of those students can vote anyway

“Stop outsourcing, and turn the United States into a manufacturing superpower,” said Trump’s 2024 Republican Party Platform released ahead of the party convention next week to anoint him as the party nominee for the White House, in his third run.

The platform is a list of 20 promises that articulate Trump’s “vision to Make America Great Again in a way that is concise and digestible for every voter”, said Trump Campaign Senior Advisors Chris LaCivita and Susie Wiles.

“While Joe Biden and Democrats argue about who will be at the top of their ticket and have implemented policies that have raised prices on everyday families, opened the floodgates to migrant crime via wide-open borders, shackled American energy with red tape forced by Washington bureaucrats, and sewn chaos across the world through weak foreign policy, President Trump will Make America Great Again through these America First principles.”

The platform was a mix of the party’s conservative agenda and populist measures. They included promises to “seal the border”, conduct the largest ever deportation programme, “prevent World War Three”, tax cuts for workers, end inflation, build the strongest military in the world, bring peace to Europe and West Asia, and retain the dollar as the world’s reserve currency.

The Indian government and businesses will be alarmed by the promise to end outsourcing, which will bring back memories of a slew of measures announced in Trump’s first term to curb outsourcing and targeting of Indian companies that dominated the outsourcing industry in the US. The administration had targeted the H-1B visa programme that American companies use to make up for the shortage of manpower available locally for high-speciality jobs.

The US accounts for an estimated 62 per cent of the business that the Indian outsourcing industry gets worldwide. US companies that have outsourced to Indian companies include giants like Ford Motors, Cisco, American Express (Amex), General Electrics and Microsoft. It’s not unusual for the US President to rail against outsourcing and offshoring as vast swatches of the country were wiped clean of manufacturing jobs that were shipped abroad to low-wage countries in a globalised economy.

President Joe Biden called for an Offshoring Tax Penalty in his platform for the 2020 election and former President Barack Obama called frequently and urgently for US companies to bring back outsourced jobs threatening them with tax disincentives.
