1. @ncbn గారూ… విజయవాడలో వరద వచ్చి 8 రోజులు గడుస్తున్నా బాధితులకు ఇప్పటికీ దారీతెన్నూ లేకుండాపోయింది. ఇంకా ఆకలికేకలు వినిపిస్తూనే ఉన్నాయి. అసలు ప్రభుత్వం అనేది ఉందా? లేదా? అని అనిపిస్తోంది. వరదలకన్నా మీ నిర్వాకాల వల్ల నెలకొన్న విషాదం, మీ అసమర్థత వల్ల వచ్చిన నష్టం భారీగా ఉంది. 5 కోట్లమంది జనాభా, లక్షల కోట్ల బడ్జెట్‌ ఉన్న రాష్ట్రాన్ని నడుపుతున్న మీ ప్రభుత్వం ఐదారు లక్షలమందిని ఉదారంగా ఆదుకోలేని దీన స్థితిలో ఉందా? ఇంత చేతగాని తనమా? ఇంతటి అమానవీయత మీకు మాత్రమే సాధ్యం చంద్రబాబు గారూ.

2.మూడు రోజుల్లో 30 సెం.మీ. పైగా వర్షం పడ్డం అసాధారణం ఏమీ కాదు. గతంలో చాలాసార్లు పడింది. కాని ఈ మాదిరిగా 50మందికిపైగా ప్రజలు చనిపోవడం ఎప్పుడూ జరగలేదు. బాధితులకోసం సహాయక శిబిరాలు ఏర్పాటు చేయకపోవడం, ఏర్పాటు చేశామని మీరు చెప్తున్నా అవి ఎక్కడున్నాయో తెలియకపోవడం, బాధితులను లోతట్టు ప్రాంతాలనుంచి సహాయక శిబిరాలకు తరలించకపోవడం అన్నది మీ ప్రభుత్వంలో మాత్రమే జరిగింది. ఈ వరదలు వచ్చి 8రోజులు అవుతున్నా, 4-5రోజులుగా వర్షాలు లేకున్నా ఇంకా ప్రజలు నీటిలోనే సహాయం అందని పరిస్థితుల్లోనే ఉండడం చాలా దారుణం.

3.అసలు ఇదంతా ఎందుకు జరిగింది? దీనికి కారణం మీరు నిర్లక్ష్యంగా వ్యవహరించడం కాదా చంద్రబాబు గారూ? శుక్రవారం(ఆగస్టు 30) నుంచి భారీ వర్షాలు వస్తాయని, భారీగా వరద వస్తుందని మీకు బుధవారం రోజే (ఆగస్టు 28) అలర్ట్‌ వచ్చినా, అప్పటికే కృష్ణానదిపై ఉన్న జలాశయాలన్నీ పూర్తి సామర్థ్యంతో నిండుగా ఉన్నాయని తెలిసినా, అలాగే పైనుంచి, ఇతర రాష్ట్రాలనుంచి భారీగా వరద వస్తుందని సమాచారం ఉన్నా, బుధవారం నుంచి శుక్రవారం వరకూ రెండున్నరోజుల సమయం ఉన్నా మీరు పట్టించుకోలేదు. ఇరిగేషన్‌, రెవిన్యూ, హోం సెక్రటరీలతో రివ్యూ తీసుకుని వారికి బాధ్యతలు అప్పగించి దిశానిర్దేశం చేసి ఉంటే ఇంత ఘోరం జరిగిఉండేది కాదు కదా?

4.ఆ రివ్యూ జరిగి ఉంటే ఇరిగేషన్‌ సెక్రటరీ ఫ్లడ్‌కుషన్‌మీద ధ్యాసపెట్టేవారు కదా? కృష్ణానదిపై ఉన్న శ్రీశైలం, నాగార్జున సాగర్‌, పులిచింతల నుంచి కొద్దికొద్దిగా నీటిని ముందుగానే విడుదలచేసి, తగ్గించుకుంటూ వస్తూ 60-70 టీఎంసీల ఫ్లడ్‌ కుషన్‌ ఏర్పాటు చేసి ఉండేవారు కదా? అప్పుడు పైనుంచి వచ్చే వరదనీటిని ఆయా జలాశయాల్లోనే సర్దుబాటు చేసి ఉంటే, పులిచింతల కింద కృష్ణానదిలోకి వచ్చే వరదనీరు సక్రమంగా నియంత్రించి, భారీ వరదముప్పును తప్పించేవారు, దీనివల్ల ఇంత దారుణం జరిగి ఉండేది కాదు కదా? పైనుంచి వచ్చిన వరదను తగ్గించకపోవడం వల్ల కృష్ణానదిలో భారీ ప్రవాహానికి పులిచింతల దిగువ వరదకూడా తోడయ్యింది. దీంతోపాటు బుడమేరు విషయంలో మీరు చేసిన నిర్వాకం వల్ల ఇంత విపత్తుకు దారితీసింది.

5.అదే విధంగా రెవిన్యూ సెక్రటరీ షెల్టర్ల ఏర్పాటు, నిరాశ్రయులకు వసతుల కల్పనపై దృష్టిపెట్టేవారు. హోం సెక్రటరీ లోతట్టు ప్రాంతంలో ఉన్న ప్రజలను ఈ షెల్టర్లలోకి షిప్ట్‌చేసి ఉండేవారు. వీరంతా సీఎస్‌ ఆధ్వర్యంలో కలెక్టర్లు, స్పెషల్‌ ఆఫీసర్లు, గ్రామ, వార్డు సచివాలయాల సిబ్బంది, వాలంటీర్లు ఉండి ఉంటే వారితో కలిసి ఈ ముప్పును చాలా సమర్థవంతంగా, ప్రాణ నష్టంలేకుండా ఎదుర్కొనేవారు. కాని ఇవేమీ జరగలేదు.

6.పైగా మీ ప్రచార ఆర్బాటాల వల్ల సహాయక చర్యల్లో పూర్తిగా సమన్వయం లోపం నెలకొంది. మీకూ, మీ కూటమి మంత్రి నాదెండ్లకూ మధ్య జరిగిన సంభాషణపై వైరల్‌ అయిన వీడియోనే దీనికి సాక్ష్యం. ట్రాక్టర్లు రాకపోవడం ఏంటి? 150 వాహనాలు మాత్రమే ఉండడం ఏంటి? 80వేల కుటుంబాలకు సరుకులు ఇవ్వాలనుకుంటే తొలిరోజు 15వేల మందికీ ఇవ్వలేకపోయారని స్వయంగా ముఖ్యమంత్రి స్థానంలో ఉండి మీరే బేలతనం చూపడం ఏంటి? వర్షాలు ఆగి 5రోజులు అయిన తర్వాతకూడా మీరు ఎలాంటి పాలన చేస్తున్నారు? లక్షల ఉద్యోగులున్న యంత్రాంగం ఏమైపోయింది? ఇప్పటికీ ఇంటింటికీ జల్లెడపట్టి ఎన్యుమరేషన్‌ చేసిన దాఖలాలేవీ కనిపించడంలేదు. మరి మీరిచ్చిన సహాయం కచ్చితంగా వారికి ఎలా చేరుతుంది? ఎమర్జెన్సీ సేవలను ఎలా అందించగలుగుతారు? విపత్తుల సమయంలో అసమాన సేవలందించిన, గ్రామ-వార్డు సచివాలయాలు, వాలంటీర్‌ వ్యవస్థపై కక్షపెంచుకుని వాటిని నిర్వీర్యంచేయడం వల్ల ఈ పర్యవసానాలను ఎదుర్కోవాల్సి వస్తోందన్నది వాస్తవం కాదా?

7.బాధితులకు బియ్యం, పప్పు, నూనె తదితర సరుకులు ఇవ్వడం ఆంధ్రప్రదేశ్‌లో ఇదే తొలిసారి అన్నట్టుగా, దాన్నే ఓ పెద్ద ప్యాకేజీగా చూపించి మీరు ప్రచారం చేసుకుంటున్న తీరు చూస్తుంటే ఆశ్చర్యం వేస్తోంది. వైయస్సార్‌సీపీ ప్రభుత్వంలో వరదలవల్ల బాధితులైన వారికే కాదు, వరద ప్రభావం ఉన్న కుటుంబాలకు కూడా ఈ రేషన్‌ సరుకులను ఒక్కరోజులో ఎండీయూ వాహనాల్లో డోర్‌డెలివరీ చేశాం. అంతేకాకుండా వారికి కొంత డబ్బు ఇచ్చి వాళ్లు ఆనందంతో ఇంటికి వెళ్లేలా చేశాం. కాని విజయవాడలో పరిస్థితి ఇంత విషమంగా ఉన్నా మీరిస్తున్న సరుకులు అరకొరే. తీరా అవికూడా డోర్‌డెలివరీ పద్ధతిలో చేరడంలేదు. తీసుకున్న ఆ కొద్దిమంది, ఇళ్లనుంచి నీళ్లలో నడుచుకుంటూ వచ్చి మోసుకుంటూ వెళ్లాల్సిన పరిస్థితి. ఇది ఇంకా వారిని బాధపెట్టడం కాదా?

8.కుటుంబ సభ్యుల్ని కోల్పోయి ఒకరు, వ్యాపారాలు తుడిచిపెట్టుకుపోయి మరొకరు, ఉపాధిని కోల్పోయి ఇంకొకరు, ఇల్లు ధ్వంసమై మరొకరు… ఇలా విజయవాడ వరదబాధిత ప్రాంతాల్లో ఏ ఒక్కరిని కదిపినా ఇలాంటి దీనగాథలే వినిపిస్తున్నాయి. ఈ తరుణంలో వారికి ఉదారంగా సహాయం చేయాల్సిన బాధ్యత మీదికాదా చంద్రబాబుగారూ? ఒక్క పథకం కూడా అమలు చేయని మీ ప్రభుత్వం, వరద బాధితులకు సహాయం చేయడంలో బీద అరుపులు ఎందుకు? చివరకు విరాళాలు ఇవ్వాలని డ్వాక్రా అక్కచెల్లెమ్మెల దగ్గర నుంచి కూడా వసూళ్లకు దిగడం ఏంటి? బాధితులు కోలుకునేలా ఉదారంగా తగిన సహాయం చేయండి. మీరు ఆదుకోకపోతే మా పార్టీ తరఫున కచ్చితంగా పోరాటాలు చేస్తాం.

Even though it has been 8 days since these floods and there has been no rain for 4-5 days, it is very bad that people are still in a situation where they do not get help in the water.

3. Why did all this happen? Isn't the reason for this being careless, Chandrababu sir? Even if you get an alert on Wednesday (August 28) that heavy rains will come from Friday (August 30) and there will be a heavy flood, even if you know that all the reservoirs on the Krishna river are already full to capacity, and there is information from above and from other states that there will be a heavy flood, it is two days from Wednesday to Friday. But you didn't care. Had a review been conducted with the Irrigation, Revenue and Home Secretaries, and given the responsibilities and directions, such a bad thing would not have happened, would it not?

4. If that review had been done, the Irrigation Secretary would have focused on the flood cushion, wouldn't he? Shouldn't they have released a small amount of water from Srisailam, Nagarjuna Sagar and Pulichintala on the Krishna river and reduced it to form a flood cushion of 60-70 TMC? Then, if the flood water coming from above had been adjusted in the respective reservoirs, the flood water coming into the Krishna river under the culverts would have been properly controlled and the threat of heavy flooding would have been avoided. Due to failure to reduce the flood from above, the downstream flood of Pulichintala also added to the heavy flow in Krishna river. In addition, your handling of the Budameru case led to such a disaster.

5.Similarly, the Revenue Secretary focuses on the establishment of shelters and the creation of facilities for the homeless. The Home Secretary would have shifted the people from the hinterland into these shelters. Collectors, special officers, staff of village and ward secretariats and volunteers would have faced this threat with them very efficiently and without loss of life. But nothing happened.

6.Moreover your campaigning has led to a complete lack of coordination in the relief efforts. The viral video of the conversation between you and your alliance minister Nadendla is proof of this. What about tractors not coming? Why only have 150 vehicles? If you want to give goods to 80,000 families, what is the point of being in the position of the Chief Minister and saying that you could not give it to 15,000 people on the first day? Even after 5 days of rains, what kind of governance are you doing? What happened to the mechanism with lakhs of employees? Still no records of house to house enumeration are found. And how exactly will your help reach them? How can emergency services be provided? Is it not a fact that during calamities, village-ward secretariats, which have served unevenly, have to face these consequences because of their bias towards the volunteer system?

7. It is surprising to see the way you are promoting rice, dal, oil etc. to the victims as if this is the first time in Andhra Pradesh and showing it as a big package. Under the YSRCP government, we have done door-to-door delivery of these ration goods in MDU vehicles in one day, not only to the flood victims, but also to the flood-affected families. Besides, we gave them some money and made them go home happy. But despite the dire situation in Vijayawada, there is no shortage of overdue goods. They are also not included in the door delivery method. The few people who took it, had to walk in the water from their homes and carry it. Isn't it still hurting them?

8. One lost his family members, another lost his business, another lost his job, another lost his house... In the flood-affected areas of Vijayawada, the same sad stories are heard. Chandrababu, is it not your responsibility to help them generously at this moment? Why is your government, which has not implemented a single scheme, crying out to help the flood victims? Finally, what is the point of collecting donations from Dwakra's sisters? Provide generous and appropriate assistance to the victims to help them recover. If you do not support us, we will definitely fight on behalf of our party.
